Can a European set up a services company in india that services european clients? If so how?

I would like to set up an outsource company that operates in India but services clients in Europe. I am an EU citizen. I understand that there are outsource companies that are setup there but control and quality is a problem so i would prefer to do it myself. I would not have to live there but would expect to spend a number of months there per year. Can anyone advise me how to proceed? Can a European set up a services company in india that services european clients? If so how?
This is relevant to FEMA Act 2000- Business Establishment in India

For doing business in India a Non-resident (foreigner) can enter by forming a--

-Wholly owened Subsidiary (A Company registered under Indian Companies Act 1956)

-Joint venture with Indian /Resident (A Company registered under Indian Companies Act 1956)

-Branch ( by due approval of RBI)

-Project Office (by due approval of RBI )

-Liasion Office (by due approval of RBI valid up to 3 yr further extended for 3 yr by application)

First two forms (WOS/JV) approval of FIPB/SIA /CCEA is required ONLY IF the activities fall under approval route as per FDI guidelines or it exceeds the sectorial cap.

It would be better to hire somebody in India who is as professional as yourself and get him/her to manage your office in India while you handle things remotely. If you need more help, get in touch with me and I can guide you more in this process (serviceabcindya at gmail dot com)
